Glenn has lived in Florida since 1966. Glenn and his wife Kim Theobald have lived in Silver Lakes since 1999. They have been married for 23 years and have a blended family of four adult children, all of whom attended Pembroke Pines schools. Their children participated in High School and West Pines Optimist sports including Soccer, Baseball, Football, Rugby, and Cheerleading.
Glenn has been a public servant for 36 years. He graduated the Broward Police Academy and began his career as a police officer on the street. Throughout his career Glenn received nine different promotions and assignments. Glenn supervised from six people to over three hundred during his different assignments. As a District Commander, he was responsible for three hundred sworn and civilian staff that provided Law Enforcement service to over 100,000 residents.
During his tenure Glenn received over one hundred awards and commendations for his service to the community. Glenn received two National Association of Counties (NACO) Achievement Awards and a Chiefs of Police LEO Safety Officer of the Year for creating crime reduction initiatives responsible for 30-40% crime reductions in his area of command.
While working full time Glenn attended the University of Miami Law School. After graduating and passing the Florida Bar, he received an appointment as the Chief Legal Counsel of the Miami-Dade Police Department. He also represented the Florida Chiefs of Police, Florida Sheriff’s Association and Major Cities Chiefs of Police. Glenn drafted and lobbied for three successful pieces of Florida Legislation and one Federal Bill. Additionally, he created and chaired the Miami-Dade Mortgage Fraud Task Force. Glenn brought the successful local model to Tallahassee and Washington D.C. and was a nationwide speaker and coordinator for the Bureau of Justice Assistance (BJA).
In 2013, Glenn began his career in Martin County wearing two hats, as the Under Sheriff and Chief Legal Counsel for the Martin County Sheriff’s Office. He ran the day-to-day operations of a Constitutional Sheriff’s Office that provides Law Enforcement, Corrections, and Sheriff’s Service to Martin County. Glenn provided his expertise in law enforcement response for natural disasters and hurricanes. The Sheriff’s Office has a staff of over six hundred sworn and civilian personnel and a budget of over seventy-five million dollars. Glenn also provided legal counsel and advice to the Sheriff. He represented the Sheriff’s Office by court filings and appearances in civil lawsuits, forfeiture actions, risk protection orders and other legal matters. Glenn was the lead negotiator in collective bargaining with labor unions. He also reviewed and negotiated vendor contracts.
He graduated Barry University and received a Bachelor of Liberal Studies. Glenn attended the University of Miami and received two graduate degrees, a Master of Public Administration Degree, and a Juris Doctor Law Degree. Glenn is a member in good standing with the Florida Bar.
Glenn stays busy by volunteering in the Pembroke Pines community. He has been appointed to serve on the Budget Council by Commissioner Angelo Castillo. He is a member of the Miramar/Pembroke Pines Kiwanis Club. He provides Pro Bono legal assistance for those in need of legal work and cannot afford an attorney.
